Dr. Tamara Berry-Andrews is a dynamic and results-driven housing professional with over a decade of leadership experience in public and affordable housing. As the Executive Director of the Tallahassee Housing Authority, she is committed to advancing innovative, compliant, and community-centered housing solutions that uplift residents and strengthen neighborhoods.
Dr. Berry-Andrews began her journey in the public housing and affordable housing industry driven by a passion for service, equity, and sustainable community development. Over the years, she has built a reputation for transforming operations, strengthening compliance frameworks, and leading organizations through complex regulatory and financial environments. Her leadership style is rooted in accountability, collaboration, and empowerment-ensuring both staff and residents thrive.
Throughout her career, she has been a part of the City of Atlanta Department of Housing and Community Development, Montgomery Alabama Housing Authority, Troy Alabama Housing Authority and the Dothan Alabama Housing Authority. She held several key leadership roles, including Chief Administrative and Development Officer, Chief Housing Officer, Director of Asset and Property Management, Public Housing Director, VP of Assisted Housing Programs and Housing Programs Manager. In these roles, she successfully led initiatives related to HUD compliance, PHAS and SEMAP performance improvement, RAD conversions, and strategic repositioning of housing portfolios. Her work has consistently resulted in improved organizational performance, enhanced resident services, and stronger community partnerships.
Dr. Berry-Andrews has been actively engaged in professional organizations that support the housing industry. She has contributed her time and expertise through involvement with state housing associations, SERC NAHRO, NAHRO, PHADA, SAHMA and other industry groups, supporting professional development and policy advancement efforts.
She holds a Doctor of Philosophy (Ph.D.) in Organizational Leadership and Management, along with additional academic and professional credentials that support her expertise in leadership, housing compliance, and organizational development. She also maintains many industry certifications that reflect her commitment to excellence and continued growth. She is a graduate of PHADA's EDEP Program and also a graduate of Clesia's Ventures CEO Academy Cohort I.
Beyond her professional accomplishments, Dr. Berry-Andrews is deeply committed to mentorship and community empowerment. She is the founder of Marashon & Company, a consulting firm focused on affordable housing, organizational leadership, and community transformation, as well as the Mae Bell Foundation, which supports the empowerment of women and girls through education and opportunity.
Her dedication to the housing industry is both professional and personal. She believes that access to safe, affordable housing is foundational to strong communities and generational success.
Dr. Berry-Andrews enjoys spending time with her family and values the importance of maintaining strong personal connections alongside her professional commitments.
