Springfield Apartments
Having completed a master planning process in consultation with the residents and community stakeholders, the Tallahassee Housing Authority (THA) is preparing to embark on the redevelopment of Springfield Apartments. With input from the residents, the master plan calls for the redevelopment of the 28+- acre property to be redeveloped in several phases of affordable housing with a mix of housing types, modern amenities, additional access, a community square, pocket parks, cluster homes and cottages and a senior facility.
Community Square. A vibrant open space is envisioned as a civic anchor where residential, commercial, and recreational elements converge. It will include, a lively open-air market to invite interaction and cultural exchange. Framed by tree-lined walkways and green spaces, the square aspires to be a dynamic, inclusive gathering place-an adaptable public realm that reflects the energy and diversity of the neighborhood.
Neighborhood Pocket Parks. The existing property is adorned with beautiful oak tree clusters; nestled amongst the residential fabric. These oak tree clusters will be utilized as neighborhood pocket parks to offer a serene green retreat, shaped around the site's mature trees. Preserving these natural landmarks provides generous shade and a strong sense of continuity with the landscape. Designed for all ages, the parks will encourage casual strolls, quiet relaxation, and neighborly interaction. As an intimate, nature-oriented space, it'll foster community connection and offer a peaceful escape within the urban environment
Next Steps: In preparation for redevelopment, THA must submit a Demolition/Disposition application to the HUD Special Applications Center office to request approval to demolish and ground lease the property for development (disposition). The application will need to include an engineering report as to the physical obsolescence of the property and its systems.
If the Demo/Dispo application is approved, THA will begin to implement a relocation plan, working with the existing residents to get them moved to suitable housing in other available public housing units or through the issuance of Housing choice vouchers. THA will help the residents find other housing (in town or out of the area) and will provide moving expenses, utility transfers, and rental deposits. Eligible residents will also have first right of refusal to move back to the newly developed property should want to return.
Upon completion, the new community will consist of approximately 540 affordable dwelling units onsite. All public housing units will be replaced, using a form of project-based rental subsidy.
