The Bradford Apartments will be a 158-unit new-construction apartment complex located at the southeast corner of Lake Bradford Road and Kissimmee Street, serving households earning up to 80% of area median income. Elming Capital Group partnered with the Tallahassee Housing Authority to develop this affordable community.

Total development costs of approximately $55 million are financed through low-income housing tax credits (LIHTCs) and State Apartment Incentive Loan (SAIL) funding from Florida Housing Finance Corporation, tax-exempt bonds issued by the Housing Finance Authority of Leon County, HOME-ARP funds from the City of Tallahassee, an equity investment by R4 Capital, and senior financing from R4 Capital Funding.

The development will be rent-restricted to ensure affordability It will feature granite countertops, balconies and patios, in-unit washers and dryers, on-site maintenance and management, a fitness center, a community garden, and an array of resident programming; i.e., regular pop-ups by healthcare providers, financial counseling workshops, and a homeownership opportunity program. The property will also adhere to the ICC 700 National Green Building Standard (NGBS) and feature a variety of energy efficiency measures.
